英国驻华代办处的Walden致信英国驻苏联大使馆的Kerr：
Walden对前不久Kerr与中国驻苏联大使馆二秘的会见很感兴趣。因为无论是在北京的英国驻华外交官和中国官方，还是在伦敦的中国驻英外交官和英国官方的交流都非常少，所以Walden建议Kerr能保持与驻莫斯科的中国外交官和新华社人员的联系，以此广泛地了解中方对任何议题的看法，哪怕只是在一般的鸡尾酒会上的闲聊。
Walden还说在莫斯科的中国外交官罕见地同英国外交官来往这确实有点讽刺性，因为在北京的苏联外交官同样和英国外交官往来密切。
Walden把这封电报也转给了英国驻布拉格、布达佩斯特、索非亚和华沙的大使馆，因为或许在这些地方的中国外交官也愿意同英国人来往。

Contacts with Chinese Diplomats
We were
extremely interested in the account of your call on a second Secretary of the
Chinese Embassy in Moscow (sent to me on 17 April). As you any know, we have no
opportunity whatever for meaningful political discussions with Chinese officials
here. Far eastern Department are, I believe, in the same predicament vis-a-vis the
Chinese Office in London. We would therefore be very grateful if you could make
a point of maintaining any links you may have with Chinese diplomats or NCNA staff,
and copying all accounts of your conversations with them to us. We would welcome
reports of Chinese views on s wide range of subjects, even if derived only from
casual remarks at cocktail parties.
2. There is an
ironic parallel between the unusual willingness of a Chinese diplomat in Moscow
to exchange views with a British colleague, and our own close contacts here
with the Soviet Embassy.
3. In the hope that similar opportunities might arise
in other Soviet bloc countries, I am copying this letter to Chanceries at
Prague, Bucharest, Sofia and Warsaw. A copy also goes to Boyd in FED.
