YOUR TELGRAM 253 : NORTH KOREAN TRADE MISSION.

WE HAVE NOW EXAMINED THE COMMODITY LISTS ENCLOSED WITH LAUGHTON'S LETTER TO MCLAREN OF 26 AUGUST. THE LIST OF PROSPECTIVE IMPORTS FROM HONG KONG (THE ONE IN WHICH WE ARE INTERESTED) DOES NOT OFFER MUCH SCOPE FOR A SUBSTANTIAL INCREASE IN HONG KONG EXPORTS. ONLY A FEW OF THE 14 ITEMS (E.G. SHIPS, WIRE ROPE AND MEDICINES) ARE MANUFACTURED IN HONG KONG ON ANY SCALE. WE ARE NOT PARTICULARLY INTERESTED IN INCREASING IMPORTS FROM NORTH KOREA SEMICOLON THE BALANCE OF TRADE CONTINUES TO BE HEAVILY IN NORTH KOREAN FAVOUR.

2. OUR VIEW IS THAT THERE IS ROOM FOR EXPANSION IN HONG KONG'S EXPORTS (AND RE-EXPORTS) TO NORTH KOREA BUT THAT THE PROSPECTS DO NOT JUSTIFY A VISIT BY THE KIND OF DELEGATION THE NORTH KOREANS HAVE SUGGESTED. WE WOULD HOWEVER BE PREPARED TO ALLOW UP TO 4 (REPEAT 4) INDIVIDUALS TO COME HERE PROVIDED THEY ARE ABLE TO SHOW PROOF THAT THEY HAVE APPOINTMENTS TO SEE REPUTABLE HONG KONG FIRMS. PLEASE EMPHASISE THE ONE-SIDED NATURE OF THE TRADE AT PRESENT AND OUR HOPE THAT A VISIT WOULD BE FOLLOWED BY AN INCREASE IN OUR EXPORTS TO NORTH KOREA.

3. THE NORTH KOREA COMMERCIAL COUNSELLOR SHOULD BE WARNED THAT IT WOULD NOT BE POSSIBLE FOR GOVERNMENT OFFICIALS TO RECEIVE THE VISITORS. IT SHOULD ALSO BE MADE QUITE CLEAR THAT WE ARE NOT (REPEAT NOT) PREPARED TO DISCUSS THE ESTABLISHMENT OF A NORTH KOREAN TRADE OFFICE OR ANY OTHER KIND OF PERMANENT REPRESENTATION.WE SHOULD NOT OBJECT TO THE NORTH KOREANS SEEING THE TRADE DEVELOPMENT COUNCIL (WHICH IS A NON-GOVERNMENTAL ORGANISATION) BUT THEY WOULD HAVE TO MAKE THEIR OWN ARRANGEMENTS.

PROVIDED YOU ARE SATISFIED THAT THERE IS ADEQUATE COMMERCIAL JUSTIFICATION WE WOULD NOT BE OPPOSED TO YOU ALLOWING MEMBERS OF THE NORTH KOREAN TRADE OFFICE IN CANTON TO VISIT HONG KONG AS INDIVIDUALS (BUT NOT AS A DELEGATION) TO DO BUSINESS WITH PRIVATE FIRMS. IT WOULD, OF COURSE, BE INAPPROPRIATE FOR HONG KONG OFFICIALS TO HAVE ANY CONTACT WITH THE NORTH KOREANS.

  We have not joined in this exchange of telegrams and letters between Peking and Hong Kong about the visit of a North Korean Trade Delegation to Hong Kong because we expected Hong Kong to return a fairly negative reply on the lines of McLaren's letter SCR11/5401/59 of 29 March. However, Hong Kong have yet to reply and it is possible that they are waiting for guidance from us. I attach a telegram. The guidance is based on our practice here. In fact, there are very few precedents for N Korean businessmen or rather N Korean officials concerned with commercial affairs visiting the UK. The last occasion would appear in March 1968 when we issued visas for a group who gave as the purpose of their visit the purchase of second-hand ships and chemical equipment. It contained the President of the Korean Equipment Import Corporation (holding a diplomatic passport), the process engineer for the Marine Production Corporation and two shipping specialists.

2.In the case of Hong Kong the most that we can do is to permit members of the North Korean Trade Office in Canton to visit Hong Kong for discussions with private businessmen. The question of the establishment of a trade mission is of course quite out and Hongkong are aware of this. Hong Kong Department concurs.
